Can Foreigners Buy Property in Georgia? 2026 Rules Explained

Yes — foreigners can buy property in Georgia. Foreign citizens can purchase apartments, houses, and commercial property in Georgia on the same terms as Georgian citizens, with one exception: agricultural land. There is no residency requirement, no special permit, and the purchase can even be completed remotely with a power of attorney. Registration takes as little as one business day at the Public Service Hall.

What foreigners can and cannot buy

Georgia has one of the most open property markets in the region. As a foreign citizen you can freely buy and own: apartments (new builds and resale), private houses with non-agricultural land plots, commercial space such as offices, retail and hotels, and parking spaces or storage units.

The one restriction: under Georgia's Organic Law on Agricultural Land Ownership, foreign citizens and foreign-owned companies cannot own agricultural land. How the buying process works

  2. Sign the sale-purchase agreement. Notarization is optional in Georgia — the agreement can be signed directly at the Public Service Hall.
  3. Register at the Public Service Hall (NAPR). Ownership transfers on registration, not on signing. Standard registration takes about 4 business days; same-day or next-day expedited service is available for a higher fee. You only need your passport.
  4. Pay and receive the updated extract. Most transactions settle in USD or GEL via bank transfer; the new extract in your name is the proof of ownership.

Residence permit through property: the 2026 rules

Important update: from March 1, 2026, the minimum property value for a short-term residence permit was raised from USD 100,000 to USD 150,000. Key points:

  • The property must be residential or commercial (agricultural land does not qualify) and valued at USD 150,000+ by an accredited appraiser.
  • You may combine several properties to reach the threshold, as long as all are registered in your name.
  • The permit is issued for one year and is renewable while you own the property; your spouse and children can obtain permits based on the same investment.
  • Owning property below the threshold is perfectly legal — it simply doesn't come with a residence permit.
